Actually, you should never force a pigeon to do that. It can drown if it accidentally inhales water.
If it can't stand in the water, it is too deep. Pigeons love to bathe but they don't like to swim.

wow that's great. I have a rescued pigeon and I fill my sink up and she loves to take a dip. I wish I had a pool like this. She would love it. So nice to see people loving pigeons.

@someone7272 They can't swim and this is not wise.
If I run water for him my boy pigeon The Dinkster will soak in the sink for a half an hour! Then he jumps into the laundry basket to dry out.
