Two problems here:
Disraeli was not the 'First British Prime Minister', as ten seconds on Wikipedia would show.
Both speakers are reading from a text. Reason (as opposed to silliness) offers several possible reasons for the txt being the same:
* It was a text agreed upon by several governments.
* the writer of the later text plagarised it
* it was written by some secret cabal or other
Based on my first point, I very much doubt the maker of this video bothered to any research into this.

One problem with this video. At the moment of the speech, march 20, 2003, Stephen Harper was not prime minister of Canada, he was chief of the opposition. The prime minister at this time was Paul Martin and he did not engage Canada in Iraq's war.

It's well known that John Howard is a globally respected conservative prime minister, even after he was voted out (including losing his own seat). There are right wing scumbags all over the world that think the sun shines out his ass. I'm not really surprised Harper ripped off his speech, because Harper probably thinks that too.

Lippert was fired because he plagiarized numerous speeches from other government officials, including this one by then-Australian prime minister John Howard. There is no conspiracy. The creator of the video should get his facts straight.
For starters, Harper was not PM in 2003 when the speech was made, he was Leader of the Opposition.
Secondly, it is common knowledge that Harper's speech writer at the time admitted he plagiarized the speech, was forced to resign and leave the Conservative Party.
There is no conspiracy here, just incompetence.
