It seems that they followed the trucks from the launch site into town. I see no reason why they couldn't attack the trucks en route. Once the trucks arrived at their destinations, they are out of the game - we wouldn't think it right if US servicemen were followed home and then had their houses blown up with their families inside - that is terrorism.

Rules of war dictate that you should not place military targets in close proximity to civilians but that violating this does not grant those targets immunity.
