No, the first time information was actually exchanged over a network was between Stanford and UCLA in 1969. There was some development of ideas in Europe but it wasn't actually "invented" until then.

yeah information exchange... but the "world wide web" was invented by CERN and tim berners lee in europe:

Hypertext and the web was invented at CERN in Switzerland. The Internet was most certainly a DARPA project.
