I think they're flash lights. I thought they were sabers too given the sound effect at that moment, but if you watch the bottom right corner, you can see a Trooper knock over a lamp at the same time as the sound effect. But I could be wrong; the video plays so damn fast!

If you look at 0:10, the StormTrooper holding it is saying "Where is he?", which most likely means he is holding a flashlight. Flashlights are usually used in searching. A flashlight icon was used in Microsoft Windows history for searching files.
