If you ever played GTA, you would notice how that's the location where the intro scene takes place when you start the game.

Why can't you just take the subway? It will save time having to find the right path to Shoreside Vale! Driving on the subway is actually quicker cos even the Perenniel can outrun a train! The station at Shoreside Vale is at the Airport. By the way, Ghost Town is where the first ever cutscene took place (obviously). It had to be put somewhere. Same for LC's Marco's Birsto (please don't tell me I misspelt it) interior for Vice City. It was put into Ocean View!

they scripted the cinematic at the begining of the game and they placed in the game
