Our neighbors have a small fence with goats in their yard, just as pets I guess. But they're constantly getting out and getting in the street, and when they do they just STAND there, completely motionless even if you honk, you've no choice but to wait until they get bored and decide to move. But they never seem to move further than just a few feet away from the outside of the fence which seems a bit odd.
