I sort of agree with this. Something about it doesn't flow, but the truth of the song, when you truly listen and take it n, you just feel the idea of the beat slip away. You're just instead left with this feeling, or a notion, that you have to go and do something.

It's got rhythm, it's just that one rhythm flows into the next, and it's hard to see because the rhythm keeps changing, but there is rhythm to it. It doesn't help that the vocals and the other instruments have a slightly separate rhythm. It's somewhat like progressive rock in it's fluctuations of rhythm.
