the police aren't allowed to stop completely in front of the suspect and put themselves in danger during the pursuit. They must wait for the suspect to stop/give up/run out of gas/etc.

However someone who did something even worse like cold blooded murder deserves to live, despite the fact that it's in a jail cell.......um hell no.
