A government could fund itself the same way the rest of us manage to: by voluntary interactions with free individuals. I'd be happy to subscribe to fire service, for example, and police/justice if they cleaned up their act.
If they can only get funding by extorting money from people, that shows how ineffective and inefficient their services have become.
I am not greedy. I give hundreds of dollars to charity every month. They help people. The government harms people.

And the fact that your gangs exist over the majority of the planet does not make it moral, any more than the fact that street gang territory covers the majority of downtown LA makes their actions immoral.

Oh please...gives a new meaning to BFF...Bimbos For Freedom...Although I don't mean that as an insult to the girls at all. Heck if it'll promote freedom I'LL put on blond hair and a short dress, although it might provoke freedom to barf since I"m not exactly a pretty man.
