This is a known location - there is no trick; it is an optical illusion. If you are actually there and examine the road you will see that one side of the roadway is bounded by a low escarpment about 10-15 feet high; the strata are at an angle and slope downward in respect to the road giving the impression that the road is sloping upwards. In fact it is only an optical illusion: the roadway really is sloping very slightly downwards.
There's a place like this in El Paso, Texas as well. I know it's not fake because we tried it for ourselves. Bloody amazing, absolutely mind boggling!

There are a couple of places like this in California. One in San Diego county near the desert off of I-8.
