Its an ad for pachinko machines, which are common in Japan and are a type of arcade machine, its like a cross between a pinball machine and a vegas-style slot machine. the characters in the commercial are supposed to look like they are made of pachinko balls (like pinballs). They have whole arcades devoted to this type of machine in Japan.
