I've heard it's best to wet the leaves and let them bloom before the actual brewing process. Is this true?

Yes, this is true. Brewing high quality tea leaves is a two part process. Opening the leaf by wetting it and unfolding it. The second step is agitation or causing water to be pushed into the open tea leaf. I'll do a video on this in a few days.
