@UriNaLiFy To be honest with you.. cheating couldn't really ruin Oblivion very much after Bethesda already did it for us. Looks like they're doing it with Skyrim too.
to get out of the testinghall, you have to find a door to Hawkhaven (it's one of the green doors in the middle of the hall,I think) and then quick travel to somewhere.
It's custom made, three elemental damage in a radius with damage over time. You can't even cast it without cheats to increase your destruction and intelligence.
when u buy the game can u already do cheats ? with ~

Can only do it in the PC version. You type ~ to bring up the console, and then put in TGM, hit enter and close again with ~.
