its a reference to shaving sheeps for wool after winter, April signals the beginning of spring. his imagery is complex and can have many interpretations, but they are generally all foreboding and shit so i think hes trying to show the melancholy side of rain at the beginning of spring, drenching the cold sheep and sad shit like that. hes pretty good, b.
