I don't see any instructions, to be honest. Not even the tools can be identifies in the movie, it's too small to read when paused, the video is too fast, I have to agree it's not a tutorial at all, but a nice video to show capabilities of photo editing.

just use the patch tool and then go to filters, then blur and small blur =p

@amyrizzle Its a customized brush he made. You just need to find a nice set of lashes and make a selection out of them, then make a brush out of them and then he uses the ctrl-t to deform them to fit any eye shape.

This is a very simple image to 'touch up' and a far more natural job can be done than the one in the video using far less tools and in a lot less time. It takes about 10-15 mins max to smooth the skin and apply makeup to such a simple image.

The video ends with a plastic looking image. We are meant to look and think "wow, she has nice skin", not "god, she looks like plastic".
