Interesting that he doesnt mention the 5.1 "earthquake " on 7/9/10 that was totaly unrelated to the 7.1 darfield quake. Would this be a pre shock? Also, the 7.1 darfield quake was in and area that is aluvial whereas the 6.3 Heathcote Valley shake was wihin solid basalt. And the other reason that Christchurch city lost many more buildings this time is plain and simple: most of them were damaged beond repair in the September quake.
