Jay isn't walking awkward he walks like that in person trust me I have met him in person a few times and he walks like that. If he wanted to make his injury seem bad like he said he could have bought some fake crutches or something. Its hard to walk on a MCL I had one. So if he can walk then he can play! OK here is what bothers me, I have torn my ACL twice and my meniscus once.
The time before surgery I could indeed walk as he did in the video, BUT when stepping off a curb I always made sure that I would go square(perpendicular) off of it, because it is more stable in that manner.

He walked off the field, he rode the stationary bikes, so what makes you think he can't walk around LA?
I'm a Packers fan, but seriously back off. He's still limping and football is a lot more intense than taking a stroll with your girlfriend. Plus, it's not like he was eve doing well in the game... if Hanie was never put in the Bears could've gotten shut out...
