why is there no footage of him performing billie jean in either the dangrous or history tour is it very rare?

There's a LOT of footage of HIStory Tour because around 10 different full concerts were broadcast. Only Munich and Bucharest Dangerous Tour have Billie Jean in full, while Cologne cuts off the intro. Also some footage from Tokyo in the Tokyo Dome Video. Bucharest is the only full concert we have from DWT.
