No, they aren't. It's a vicious cycle of less imaginative play creating less imaginative kids, coupled w/ video games and a push to "grow up" faster.
To me figures peaked in the 80s. Competition was high as marketers pushed the envelope for more imaginative, complex figures. Since the late 90s however, the shrunken market has relied on nostalgic adults as much as kids, thus, no one is creating any new ideas - except the geniuses at Lego, who are still full of imaginative, open ended concepts.
The other things is that nearly all are based on pre-existing movies and comics. Those are cool and everything, Star Wars fuck yeah!, but you'll never see designs unique to the idea of toys, like Transformers or Micronauts. No writers will ever it down and say "what we really need is a story about a robot that can be taken apart to make other robots and transform into a jet. This premise is rich in dramatic content".
Does anyone else remember the eyebrows on Bullet Man? Holy cow, they were huge! No wonder he wore that helmet all the time. I think the giant eyebrows might have helped hold the helmet in place.
