The jobs bank was created by GM for their own benefit, not the union's.

GM's demand for workers goes up and down greatly over the months. They wanted their previously trained workers to be laid off when not needed but be available to be called back when needed. So they creted the jobs bank so the laid off workers wouldn't go out and get other jobs.

Not much of an issure these days, the workers CAN'T get other jobs. But when it was made it was made by and for the company, not the union.
