I saw a similar very large circle which seemed to be at high altitude during the summer in the UK, Devon. It lasted for about 20 mins. It seemed to be an optical illusion around the Sun - projected into high altitude cloud formation. If it is aliens they may do a better job with the planet than us humans do.
