All they internally develop these days is Resident Evil and Monster Hunter, and they co-develop Street Fighter. Why would they think Mega Man Legends was a big enough deal to devote an internal team to? Now that Keiji Inafune is gone, there's no one to fight for the project at Capcom. So it's gone.
