Not true, the Jutte were a Precourser to the sai, we don't use the sai in the bujinkan, and if we do then i missed it, but real ninja would have for sure came across them and put them to use. Besides, it's obvious that the vid is fake and choreographed, this was more then likely filmed at the ninja museum in japan.

actually sai were used in china and then were broguht to okinawa they're also known as the tjabang in mal-phil-indo martial arts though there were jutte with three kagi it hasn't been proven the sai came from the jutte.
