Why did they build this at street level? They wouldn't have had to make all those crossings if it were below ground like the red line, or even above ground, like every other major city in the world. And they put shrouds around bells? The bells are there to warn people, but they then muffle them so people can't hear the noise?

In some locations, you can not hear them comming, and that is indeed a danger.
