It is called frosted glass because literal frosted glass does the same thing. The tape most likely woks because the light is exiting a smooth surface.
Oh and the reason no one has suggested your explanation is because no one is as dumb as you and believes frosted glasses is actually frosted.

Not to nitpick, but the glass is tranclucent, not opaque. Opaque means no light gets through, translucent means light gets through, but not enough to see a detailed image on the other side.
It's pretty obvious - scotch tape contains some particles of transparency so you could see what you put it on, and these particles neutralise the particles of invisibility on the glass. I'm pretty sure Plato wrote some article about it in National Geographic.

Here's how I think it works, if anyone cares. The glue on the tape fills in the small imperfections on the surface of the glass. Since the glass, the glue, and the tape are clear, filling in the imperfections (the frosting) makes the glass clear.
@rawnoodles10 the issue with that is that the glass is probably "frosted" on both sides. So either the frosting on both sides is a small amount, and, when combined, makes in opaque, or somehow frosting being on the outside of glass your are looking through makes it so you can see through it.

@rawnoodles10 the issue with that is that the glass is probably "frosted" on both sides. So either the frosting on both sides is a small amount, and, when combined, makes in opaque, or somehow frosting being on the outside of glass your are looking through makes it so you can see through it.

@zealot33 Yes the glass is clear from both directions, interesting tip though, this will only work on the rough, frosted side of the glass. So as long as the rough side of your bathroom windows is inside, you don't have to worry about peeping toms LOL
