Actually, this was one of the last cartoons produced by the Van Beuren studio before it closed in 1936, 'brerrat'. The reason this might remind you of a "Popeye" cartoon is because the studio's musical director was Winston Sharples, who later worked for Max Fleischer a few years later, and his succssor at Paramount, Famous Studios- he composed and conducted all of their cartoons for over 22 years.
This is fantastic. The Toonerville Trolley is like a ride through concentrated chaos.

Mr. Bang is sort of a humanized version of Donald Duck. Maybe he's not as funny, but he has a short temper, just like Donald does. :)
