Its always had rain. But I believe its random. Or only on certain planets. Although, i don't think I've ever seen rain in Space or Civilization Stage. So I'm guessing its just creature and tribal.

To get rain you have to put a setting on high definition. I don't know which one, or if you need medium to high. You just don't rain on low. You get random meteor showers though!
