That child has condition known as Intellectual Disability or commonly called mental retardation,and the head features is Microcephally which leads to small brain and hence affecting her intellect is below developmental age.the causes can sometimes be unkown or lack of adequate maternal or early life nutrition can contribute to such.its not curable but this child can learn some normal life skills and live life near normal.reporter calls this a wonder!she's a human being for heavens sake.
