Polarity of the adapter could be wrong. Sounds like mains hum to me. You can sometimes hear mains hum through hi-fi equipment if you have multi way adapters or plug leads run close to interconnects etc. Check your leads aren't too close to a power supply.
the Decimator is NOT a noisy pedal. It is probably the best noise gate PEDAL on the market. My guess is damaged or in some way your signal is being interfered with by something, which is very odd if it only happens with just that one pedal.
I have the same problem. Only that I have the G-string version. But when I plug it in it introduces more noise to my rig. If I turn it on it does it job perfectly. But if I turn it off my rig is much more noisy when actually the pedal is not in the chain. Mine is noisy with 9V battery and with an adaptor.
the "hum" can be from alot of resons it can be from the guitar or just from the electricity in the hous that abit high for the amp. but im not an expert so i can be wrong about that but its worth a look...
@crushapple2 It was an AC adapter but the problem was that it was a positive tip AC adapter instead of a negative tip. I never knew what the error was until it completely died and I had to send it in for repair.
Works like a charm now and I've got to admit that the week or two without it was a real drag.

You need to move the knob on the ISP Decimator (while the drive is on) until the hum goes away (I think you need to move it toward the right more)
