This isn't actually Garbage... that's why it doesn't feature Shirley's voice... Ice Bandits is done by David Arnold for the Bond Soundtrack.... that's why it was included on the CD Single....

This is played by garbage and produced by David Arnold.
The world is not enough instead is more Garbage and less David Arnold.
I also heard about another song called Fair and someone thinks it's garbage. But it's not.
