I mostly agree, except that in the Mage Origin you get to talk to Cullen briefly and he seems to sincerely care for mages, and to be at the very least a friendly face in the tower if not more. He sees the duty of Templars as more of a nesesity and sacred duty to protect both the mages and the world from the mages. He definetly comes off as deeply brainwashed by the Chantry, but is rather self sacrificial and well intentioned about his duty.

Mind you, the trauma and fear from Broken Circle cause him to snap. He becomes paranoid and dangerous. It's tragic really. He strikes me as a deeply conflicted character who, in his way, is just as caged as the mages were... He sees no way out. A psychological prison.
