If my understanding is correct; then what you are saying is that; Sharia (law) is the 'control system' that allows for the needs of the people, but not their desires.
To me, this means that humans cannot be trusted to control themselves, even when they instincitively know what is good from what is bad.
The question is: How much control is necessary?
When there is too much control, then the needs of the people can also be denied.
Desires are fine if they are sought and satisfied in a manner which is healthy and beneficial to us in both the worldly and spiritual spheres of our existence.
This is determined by God and codified in the sacred law (shara law), and we follow it so that we can succeed in this life. Humans can be trusted to control themselves, but not to properly legislate the way life should be lived.

Remmber the world is not always seen in the same way, by ruleing in a democrazy you statsify the needs of the many, such that you can define the best system for the greatest number of views.

Not control, but rather guidance.
