For the record this ad was never aimed towards children. It was aimed towards adults, that's why Joanna Cassidy is there to pitch the same message Smokey had been pitching to kids for years to adults.

They messed up obviously though by making the ending so creepy that it overrode the message they were trying to get across. Years later they re-edited part of the ad so it looked like Smokey was just removing a Halloween mask rather than ripping off Joanna Cassidy's face.
