For one thing, this particular singer is not even from Ovor Mongol, he's from a region called East Turkestan (aka Xinjiang) where other groups such as Uyghur and Kazakhs live. I'm sure his Mongolian sounds different to you, but it's also different from many Ovor Mongols'.

This video's singer is not from Ovor Mongol; he is from Xinjiang, which has many non-Chinese ethnicities like the Uighurs, Kazakhs, Kyrgyz, Uzbeks, etc. Also, unlike Mongolia, where the Khalkha is the predominant tribe (there are Oirat, Buriad, etc., but in smaller numbers), Ovor Mongol is a mix of tribes, like Chahar, Torguud, Ordos, Naiman, Urianghai, Buriad, etc. They all have different ways of dressing and speaking.
