The name means something like "Airman can't be beaten" and it talks about a guy that wants to pass Heatman's level, but he can't pass the disappearing blocks, so he needs the ITEM 2, but in order to get it, he must defeat airman, but its to difficult for him, and everybody knows that Airman is weak to Woodman's weapon, so he tries to defeat Woodman, but he is too difficult for him too.
Omoide ha Okkusenman (重いではおっ区千万, lit: "memories are millions) is a song about a young man reflecting on his memories, such as being a kid playing "Ultraman" (a tokusatsu character), as many of us in western culture may have played as Batman or G.I. Joe. He contrasts it with being an adult, knowing "impure things." It uses Dr. Wily's stage music from Mega Man .2 It's something we all can reflect on; I know I miss being a kid. :)
Sounds suspiciously like a remix of Woodman and/or Airman's stage music to me. I digress; I was just making things known to anyone who was confused about the two songs.

The song you're describing is this song, actually. Airman ga taosenai (エアーマンが倒せない, lit: "can't defeat Airman") It uses Airman's stage music.
