The origin of such hats should be traced back to ancient times. I think the answer is the same why slavs (especially Rus, Pol, Ukr and Belarus especially), some groups of Afgan, Pakistan, North-Indian (the groups of Brahmans especially), Iranian and some other people share the same and the most ancient R1a haplogroup.
Balkan dances are very similar (greek, makedonian, romanian, vlach). Men costumes in the clip are vlach. The karakul or astrkhan hat worn by Hamid Karzai is worn in Afganistan. Afgan pashtuns are indo-aryan people speaking an indo-european language related to avestan like it or not.
Those are dances from Bujanovac region in southern Serbia, nearby Kosovo administrative border. But the clothes are not from that region. Men wear Pirot and Stara planina clothes, and girls, as I assume, wear a Nish region clothes.
And, I must tell, do not be angry, the music and dances originally come from a coreography made by Slobodanka Seja Rac named Dances from Bujanovac. I also assume that nobody asked her for authorisation to use her masterpiece.
