If you listen carefully you'll hear that it opens with "Scenes that are Brightest" and then goes on to bits from the "Angelus Chorus" used in reverse order to complete the Fanfare. Now how do I know that?
What piece is this? It's nice to see Christ Church Cathedral in Waterford looking so well. I attend many concerts here regularly. I wasn't at this one though.

The name of this piece is "Wallace Fanfare"
It was performed in January 04 during a new music week in Waterford.
