It's when the will of the people is suppressed that is what causes tyranny. I think your basic logic is very flawed here... there's no such thing as pure collectivism or pure individualism. They are never implemented by the will of the people; it is pushed by governments. As for collectivism and induvidualsim they are key cornerstones of any political system.
