actually, official rules states that it's only a travel when a player comes to a stop and takes too many steps afterwards. Rondo technically didn't come to a stop because his dribble was still alive.

In other words, you can cheat this system by shuffling as much as you want in between your dribbles. This ain't even new lol, happens all the time in the NBA.
