Why did the Sagat ultra do so little damage?

@andronicusyyz tiger cannon only does like 20% dmg if u combine it with the TU fadc its mainly used against other fireball spammers to counter the tiger destruction deals more damage and ssf4 redid the damage scaling so like after 6 hits it does 40%dmg and subtracts 10% after each hit
