Step 2: Put the audio file in TF2's music folder in steamapps: team fortress 2/tf/sound/ui

Step 3: Rename to "gamestartupXX" (replace XX with first unclaimed number in sequence). Or just replace all the songs you don't like. Or just replace all the songs.

Step 4: Enjoy your new menu music.

NOTE: I have not tested this, and this workaround comes with no warranty. I'm just guessing that this ought to work - good luck!
