College project management classes teach that NO project is better than a bad project. Reason: It takes huge amounts of time & cost for an organization/govt to dig itself out of a bad project once executed w/out a good plan. 5 phases of a project: 1. Initiation 2. Planning 3. Executing 4. Managing 5. Closing. Obama's projects Initiate, Execute & that's all. W/out detailed planning, execution can't be managed. And close out? Forget it! Such projects will need constant repair. Keep saying NO!
