As I understand it, most of the materal released was simple dust. Regardless, the factory existed at that location, in that condition, for decades before being purchased by Heidelberg Cement. Afterwards, Georgian industry and environmental laws didn't allow for significant modifications without a lengthy red-tape process. That was eventually completed, allowing them to make changes to reduce emissions. Filters have now been added.
Heidelberg Cement bought this Cement Plant in that conditions. This year they started operation with new Bag Filters (Redecam) installed for all three kilns there. You can not observe such situation any more.
I worked at a cement plant in Pennsylvania for 21 yrs. I was a control room operator for 4 of those yrs. If we went over 20% opacity for more than 3 consecutive mins we had to call the County Pollution Control Office. Over 60% opacity for any amount of time and we had to shut down.
I work for a cement producer since many years and I have visited many plants all over the world. I have never seen this kind of pollution out of the main stack. It may happen if you have to shut down your electrical precipitator. But this is for a view minutes only.
The poor always suffer as the rich become richer. The people should destroy the plant and the people responsible for the severe pollution should be held accountable.
