@Mankind801 and @commradefyedka It is actually an intentional look directly at the camera, it's Hitchcock's acknowledgement of the audience's voyeurism in cinema, paralleling Jeffries' own voyeuristic activities.
The look is kind of foreshadowing of Thorwald's later on, when Thorwald spots Jeffries, and looks directly at him, and by extension, us, the audience.
@DOKt00n I'm not _sure_... but wikipedia says "Bagdasarian played minor roles in films, of which the best known is his appearance in Alfred Hitchcock's 1954 murder mystery Rear Window. Bagdasarian portrays a piano-playing songwriter who composes, plays, and sings a song called "Lisa." His character lives in an apartment across the back yard of the film's lead character, played by Jimmy Stewart, and [...] he appears only in long shots, sometimes filmed through a window"

Is it just me that finds it quite spooky when he just turns and looks straight at the camera?

@Mankind081 He looks at the composer and talks to him, not the viewer. Fun fact.
