Governor Rendell has supported the construction, and has appointed the owner of the project to the alternate energy board, thus receivint State money ahead of Wind projects. The plan is to burn waste-coal that has been found to create arsenic and mercury by-products.

I do environmental work for this plant. My company is actually installing tanks that extract sulphurs and heavy metal toxins from the flue gas.
