はしごから放水しないのは相撃ちを防ぐためではないでしょうか。0:10過ぎにライトが見えるので。
なにせ放水受けたらふきとばされますからね。
他の動画も見ましたが、はしご車からの高所放水はいろいろと制約が多そうですね。

Lol....at the end... nearly peed myself. All that wait for water and when it finally gets there..its in completely the opposite direction and takes out the crowd and firefighters. Great viewing.
