Just like in programming there is a low level machine language & a higher level programming language that sits on top of that machine language...it seems there are 2 forms of animal languages a low level unconscious machine language that we humans share with other animals, and a higher level conscious language that only humans seem to have evolved & perfected
Chimps didn't and thus far don't have a "need" to evolve to have languages like ours(although they do have a limited vocabulary for important things). They just don't have the mouths or verbal-facial coordination needed to form words like ours, for one thing. That being said, it IS possible for some apes(like say, a certain famous Gorilla) to learn a different kind of language that involves hand coordination(something they're far more adept at) - sign language.
Evolution isn't some predetermined set of changes destined to the ultimate goal of achieving intelligence of our kind. To put it simply, if you can survive doing something(ANYTHING that could help in your environment) that others can't do, you'll pass on your "winning" genes to your offspring who will have a better chance of surviving, and so on. Language was not and so far IS not needed in order for chimps to survive. At some point it did turn out to be a beneficial mutation in our ancestors.
Certainly. Birds like Parrots already have it, they just don't have the mental capacity to really make use of it. It's not just the FOXP2 gene, it's many genes that control speech, that's just the most well-known. Think of all the animals out there already that already utilize some form of vocal communication.

Talking is attributed to the FOXP2 gene, and Chimps simply haven't evolved that yet.
