@haydenconnor Because if the only villain in this game was Green Goblin, they wouldn't have had enough material to write it. This way, it shows the evolution of both Spider-Man and Green Goblin, what with Spider-Man becoming a presence in New York, taking out both Shocker and Vulture, and the conniving nature of Osborn using Scorpion as a pawn to get to Spider-Man.
