He was responsible for sending Bernard Kerik to Iraq in order to train their police force. Guiliani treated Kerik as a close friend when he was in charge of the NYPD but now Kerik is under criminal investigation for ties to the mob.

The rights to control one's own reproductive decisions and to have romantic ties with the person one desires is part of being FREE.
